Abstract
During the 111th Congress, several Members proposed legislation regarding open access of journal articles based on federally funded research. This legislation did not show much regard for the value publishers contribute to the research information process. Based on the recently passed America COMPETES bill, which includes language concerning open access, we will again see open access policy activity.
